Russia Seeks Mutual Security Guarantees with Kyiv: Diplomat’s Statement

Mikhail Ulyanov, Russia’s representative to international organizations in Vienna, stated early on Monday that while Moscow requires credible security assurances, Russia agrees that any eventual peace deal on Ukraine must offer Kyiv with security guarantees.

On X, Ulyanov stated, “Numerous leaders of #EU states stress that a future peace agreement should provide dependable security assurances or guarantees for Ukraine. Russia concurs. However, it has an equal right to anticipate that Moscow would receive effective security assurances as well,” he continueUlyanov’s remarks supported an earlier claim made by Trump envoy Steve Witkoff that Putin and President Donald Trump agreed during their summit that the United States and its European allies could provide Ukraine with a security guarantee similar to NATO’s collective defense mandate as part of a final agreement to end the war.

Participating in the negotiations Friday at a military installation in Alaska, Witkoff described the discussions as “game-changing” and said it “was the first time we had ever heard the Russians agree to that. Witkoff stated on CNN’s “State of the Union” that “we were able to win the following concession: that the United States could offer Article 5-like protection, which is one of the real reasons why Ukraine wants to be in NATO.
