Shaping the Future of Telecom Industry : Qiao Puyun

With over two decades of professional experience in the telecommunications industry, Qiao Puyun currently holds the position of Head of Transport Network and Submarine Cable Planning at Ooredoo Oman, one of the prominent telecom organizations within the Sultanate of Oman. With rich industry experience and esteemed certifications, Qiao gives valuable guidance on this industry, digital evolution, and strategic management.

Currently, because of its state-of-the-art network landscape and excellent services, the company has become the pioneer in the telecom sector in Oman. Qiao Puyun, while contributing to the mission of Ooredoo Oman to create effective solutions for customers, shares about the developing and future trends in this sector.

Early Life And Educational Background

Qiao Puyun graduated from a prestigious Beijing-based engineering college with a degree in Electrical, Electronic, and Telecommunication Engineering. He began his career in 2003 at China Telecom Construction 1st Engineering Company, a government-owned entity under the Ministry of Industry and Information Technology. He shares, “My role was regional manager to operate the regional business and manage multiple country-wise projects. 

Eventually, after starting my telecom career, I joined several well-known telecom industry companies in oversea, such as Huawei, and Ericsson as technical senior experts to plan and operate the telecom provider network. In 2008, I joined one of the largest telecom companies in the Middle East, Ooredoo.”

In his previous role as Head of Transport Network and International Services in Ooredoo Oman, Qiao Puyun directed technical planning of all domestic and international networks in support of network digital transformation and construction of major submarine cables (AAE-1, SMW5, SMW6, TGN-EA/GC, 2Africa) among other activities. Qiao Puyun has also completed an MBA program during this time at the University Of Hull, UK, and has eventually worked in telecom for over two decades. He received multiple certification from various telecom vendors, such as Huawei, Cisco, and AWS, and working mainly with IP/MPLS, DWDM/OTN, Microwave and AWS cloud services.

Presence of Ooredoo Oman

Ooredoo Oman formally called Nawras, part of Ooredoo Group; Ooredoo was founded in Doha, Qatar in 1987, it is the largest communication operator across the Middle East, Asia, and North Africa.

Qiao Puyun adds, “Ooredoo Oman is an Opco of Ooredoo Group and 2nd telecom operator in Oman, launched the services in March of 2005 as integrated service communication provider, currently serving around 3 million customers and providing mobile, corporate fixed broadband services.”

Traits of Successful Leaders

The Telecom industry is continuously evolving and innovating in terms of technology development in the sector. Qiao Puyun believes that the field has created many opportunities and challenges for those who wants to be successful leaders in a dynamic and competitive environment. He shares, “I believe the first common characteristic of a leader in any industry is to have a broad vision about the industry.” A leader with a clear vision can lead and direct the company’s business goal, eventually setting up the strategy for the company, communicating with others, and inspiring the company’s main stakeholders to follow his strategy, creating a culture for business excellence.

It is essential for leaders in telecom to have a solid technical background and know-how, easy to comprehend and solve problems which may be encountered by engineers and technicians. To foster and achieve a win-win partnership with teams and partners, communication is central. 

Also, a positive attitude and flexibility are important in coping with uncertainty, taking on new challenges, and embracing change without leaving the team hanging during hard periods. These leaders can also help in meeting customers’ needs and enhancing overall performance in the sector by creating an environment for learning, solving problems, and working as a team, and remaining positive all the time.” Qiao Puyun further shares.

Embracing Tech-Driven Changes

Fast-paced digital transformation is redefining the business landscape. Qiao Puyun shares that a method to embrace this transformation is to form a strategic partnership or acquisition that can accelerate an organization’s digital transformation and integration with new technology. He shares, “The partnership can bring fresh ideas and information into the organization; the acquisition is to reduce the waiting time for TTM and take advantage of joint expertise to deliver cutting-edge digital services to its customers. In addition, it ensures the organization is well positioned to lead the digital revolution.”

For firms to thrive in this age of digital transformation, as Qiao Puyun mentions, their internal structures shall be made more flexible by delegating authority to team members, which allows for advancement. In this respect, socio-technical networks or disruptive innovation is also important, which is the need to acquire new technologies and improve old ones. There is also system and process maintenance where improvement is essential due to technological change; otherwise, an organization will fall behind the competition.

Aspiring professionals starting in the field of telecom will find it inspiring to hear from an industry expert like Qiao Puyun. Addressing the beginners, Qiao Puyun shares, “If you want to start your career in the telecom industry or entrepreneurship in your life, first and foremost is to build up your telecom knowledge, and understand the technology development and innovation. A good leader starts from industry expertise. 

The core fundamental areas you might need to focus on are strong foundation mathematics in terms of probability and statistics and understanding signal processing, and network analysis; electronic components like diodes, transistors, and integrated circuits are essential. Moreover, you might need to have hands-on experience, learn about emerging technologies, and stay updated on industry trends. By mastering these areas, you will be well-prepared for a variety of roles in the telecom industry or telecom management.
