Why the EU Says Israel’s NGO Law Could Endanger Humanitarian Aid to Gaza

New York City: A new rule limiting the registration of international nongovernmental groups might endanger life-saving humanitarian activities in Gaza and the other occupied Palestinian territories, the EU said on Tuesday, urging Israeli authorities not to adopt it in its current form.

In a joint statement, Commissioners Hadja Lahbib and Dubravca Suica, along with Kaja Kallas, the EU’s high representative for foreign affairs and security policy, stated that the law could significantly limit the capacity of international aid organizations to function and provide aid to civilians during one of the worst humanitarian crises in history.

To register to operate in Palestinian areas, foreign humanitarian organizations must submit comprehensive information about their operations, including complete lists of local and foreign staff, under a new law adopted by the Israeli government following the implementation of new registration requirements in March 2025.

Numerous humanitarian organizations, such as Oxfam, World Vision, and Doctors Without Borders, risk having their licenses suspended or their accreditation revoked if they don’t meet the new requirements by the deadline of December 31. Organizations that don’t comply with the new regulations are required by Israeli authorities to stop all operations by March 1.
