Washington, DC: On Friday, President Donald Trump signed an executive order that lifted broad US sanctions and tariffs that were meant to hurt Russia’s energy revenues. He did this after signing the sanctions and tariffs into law last month.
Thanks to the Lindsey Graham Act, named after the late US senator who pushed for it, Trump could impose up to 100% duties on major users of Russian oil and gas. As explained in more detail in section 4 of this order, I am waiving the application of such sanctions, restrictions, and duties as are set out in the Graham Act,” the order said.
The law went after Russia’s energy and defence industries, as well as President Vladimir Putin and other top officials, as well as Moscow’s “shadow fleet” of tankers that were used to get around Western sanctions. In return for lifting US sanctions on Russia, Trump made a controversial deal with Putin that would let Russia export diesel. Now, Trump is turning back on those sanctions.
Since the deal, relations between Kyiv and Washington have worsened. The president of Ukraine, Volodymyr Zelensky, called it a “weak decision,” and Ukrainian forces have started attacking Russian oil refineries again.
