Saudi Arabia Introduces Skill-Based Work Permits in an Effort to Draw in International Expertise

JEDDAH: As the Kingdom works to simplify its labour market and draw in international talent, foreign workers looking for job in Saudi Arabia will now be evaluated under a recently implemented skill-based work permit system. Ahmed Al-Rajhi, Minister of Human Resources and Social Development, made the decision, which divides foreign workers into three groups: basic, skilled, and high-skilled. These groups are based on factors including age, technical aptitude, experience, credentials, and pay level.

According to a ministerial announcement from the Saudi Press Agency, the system went into force for new hires on July 1 and for current expats on June 18. A surge of giga-projects, such as NEOM, the Red Sea Project, Qiddiya, and Diriyah Gate, which cover industries from design and construction to technology and tourism, is increasing the Kingdom’s need for qualified workers. To fulfil strict delivery deadlines and international standards, these innovations necessitate a significant concentration of specialised foreign expertise.

The action is a part of a larger plan to assist Saudi Arabia’s long-term economic goals under Vision 2030, reduce skill mismatches, and increase productivity. According to the SPA report, the measure aims to improve worker performance, draw in international talent to bring knowledge and experience to the Saudi labour market, increase operational efficiency, gain from international experience, and create an atmosphere that fosters innovation and the creation of business models.
