Why Canada Is Questioning OpenAI Over Public Safety Concerns

To explain why OpenAI chose not to report questionable online activity by a person who went on to kill eight people this month, Canada has called senior leadership from the business to Ottawa. OpenAI has verified that it was abused in June 2025. Through detection efforts, a ChatGPT account connected to 18-year-old Jesse Van Rootselaar was found. An elderly transgender woman killed her mother, brother, and six other people on February 10 at a school in Tumbler Ridge, British Columbia.

According to what the corporation told AFP, the account was found through an investigation that searches for usage linked to violent activities. The business did not notify Canadian police at the time of the account’s ban that month.

In Ottawa on Monday, Canada’s Artificial Intelligence Minister Evan Solomon told reporters that the decision was “very disturbing. The senior safety team from OpenAI in the United States has been called to come to Ottawa,” Solomon stated. They’re coming here tomorrow, Tuesday, and we’re going to sit down to get an explanation of their safety procedures, he continued. According to OpenAI, after encountering a questionable account, it sets a very high bar for deciding whether to alert law enforcement.
