EU Calls for Palestinian Authority Reforms at Key Donor Forum

BRUSSELS — The European Union is hosting a major donor conference on Thursday, November 20, bringing together around 60 delegations, including several from Arab nations, to coordinate support for the reconstruction of Gaza and the strengthening of the Palestinian Authority (PA). The initiative aims to enable the PA to assume administrative responsibility in Gaza eventually.

Palestinian Prime Minister Mohammad Mustafa is expected to attend the meeting in Brussels, where donors will review the progress of reforms implemented by the PA. The EU, the largest financial supporter of Palestinians, has linked future aid to continued structural changes within the Authority.

According to EU Commission spokesperson for international partnerships Guillaume Mercier, disbursement of the €1.6 billion ($1.7 billion) in aid earmarked for 2025–2027 will depend on key reforms, particularly in education and in restricting stipends paid to the families of Palestinians imprisoned by Israel.

Alongside the donor conference, EU foreign ministers are also meeting to discuss broader contributions to Gaza’s long-term stability and security. Agenda items include support for the proposed International Stabilization Force outlined in the US-backed ceasefire plan.
