Europe Plans International Commission to Assess Ukraine War Damages

THE HAGUE: To establish an International Claims Commission to reimburse Kyiv for hundreds of billions of euros in damages caused by Russian attacks and suspected war crimes, European leaders, including Volodymyr Zelenskiy of Ukraine, gathered in The Hague on Tuesday.

Numerous high-ranking individuals, including Kaja Kallas, the head of European Union foreign policy, were scheduled to attend the one-day meeting, which was co-hosted by the Netherlands and the 46-nation Council of Europe, the continent’s leading rights organization. Although Russian officials have consistently denied claims that Russian forces committed war crimes throughout the conflict, they were not immediately available to comment on the plan.

Europe’s plans to compensate victims of abuses in Ukraine, from sexual violence and child deportations to the destruction of religious sites, may be complicated by the potential inclusion of an amnesty for wartime atrocities in a peace agreement, which President Donald Trump’s administration once suggested. More than 80,000 claims across various categories have been filed by Ukrainian individuals, organizations, and government bodies in the two-year-old Register of Damage, which will be part of the commission.
