LONDON: European nations face a difficult balancing act as a coalition of countries gathers in Paris on Thursday to discuss security guarantees for Ukraine once the war ends. Fighting continues with no ceasefire in sight, and the key question of U.S. involvement in Ukraine’s long-term security remains unresolved. For months, the so-called “coalition of the willing” has debated how to provide Kyiv with lasting protection, including the possibility of deploying a European force to deter future Russian aggression should a ceasefire eventually take hold.

French President Emmanuel Macron and U.K. Prime Minister Keir Starmer have stressed that any such reassurance mission requires U.S. backing. But while President Donald Trump has signaled some willingness to be involved, he has avoided pressing for a ceasefire and stopped short of imposing tougher economic penalties on Moscow.

Trump met Russian President Vladimir Putin in Alaska in August but failed to secure progress toward peace. Subsequent meetings with European leaders and NATO officials have yet to produce a clear framework for Ukraine’s security. Discussing detailed operational plans without a clearly defined mission is, quite frankly, impossible,” said Ed Arnold, a European security expert at the Royal United Services Institute in London and former military planner.
