Strict Guidelines For Promoting Domestic Labor Services Are Proposed By The HR Ministry

RIYADH — In order to preserve workers’ dignity, prevent deceptive advertising, and maintain openness, the Ministry of Human Resources and Social Development has put forward a set of rules for the promotion of domestic labor services. Ads that use language that might diminish the dignity of domestic or international workers are forbidden under the proposed “Regulations for Advertising Domestic Labor Services,” which was made available on the “Istitlaa” public comment platform.

Additionally, it forbids making untrue or deceptive statements that could directly or indirectly mislead consumers. The proposed regulations prohibit the use of the ministry’s name or emblem in ads, as well as those of associated platforms like “Musaned” or “Ajeer.” Ads must be in Arabic, but if the content is similar to the Arabic version, other languages may be used. Additionally, they have to provide the name, logo, registered trademark, and a statement attesting to the fact that the service is being rendered by a licensed organization.

The rules forbid displaying people or making fun of them without their permission. They also forbid sharing images or videos of employees looking for job transfers on social media, allowing only resumes with the authorization of the employees. Ads cannot discriminate on the basis of nationality, religion, cost, or pay—for instance, by using terms like “best nationality,” “lowest salary,” or “preferred religion”—and only individual interviews are allowed, not group interviews.
