China's DHX Group Will Construct the First Tinplate Facility in Ras Al-Khair, Saudi Arabia

JEDDAH: Through a cooperation with China, Saudi Arabia plans to localise the manufacture of tinplate and tin-free steel, creating the first plant of its kind in the region with a 400,000-ton capacity annually.

Al-Watania for Industries and China’s Donghexin Group, also known as DHX Group, have reached a deal to construct the facility in Ras Al-Khair Industrial City on the eastern coast of the Kingdom. By the middle of 2027, the facility is expected to begin commercial operations. The project is a success for Saudi Arabia’s attempts to localise the packaging industry’s supply chain.

According to a statement released by WFI on the same day, a memorandum of agreement to create the facility was first signed on January 15 during the fourth Future Minerals Forum; however, a complete collaboration has now been agreed upon.

Along with Vice Minister for Mining Affairs Khalid Al-Mudaifer, DHX Group Chairman Li Dong, and Al-Watania for Industries Chairman Mosaed Al-Ohali, Saudi Minister of Industry and Mineral Resources Bandar Alkhorayef saw the signing event.

This partnership marks a strategic step towards achieving one of our key expansion goals — vertical integration across the value chain of the metal packaging sector,” Al-Ohali stated in a news release.
