NEW YORK: Following US and Israeli assaults that started on February 28, 2026, the International Atomic Energy Agency lost continuity of knowledge across all of Iran’s stated nuclear sites. This “could not be restored,” a senior UN official told the Security Council on Friday.
Citing the secretary-general’s most recent report on resolution 2231, Rosemary DiCarlo, UN under-secretary-general for political and peacebuilding affairs, stated that the loss encompassed the production and present inventory of centrifuges, rotors and bellows, heavy water, and uranium ore concentrate. The Joint Comprehensive Plan of Action nuclear agreement, which offered sanctions relief in return for restrictions on Iran’s nuclear program, was unanimously approved in 2015.
In addition, according to DiCarlo, who briefed the council on non-proliferation matters under resolution 2231, the IAEA reported “a significant deterioration in its situational awareness following the attacks against Iran by the United States and Israel.”
According to DiCarlo, the IAEA had not carried out any in-field verification operations under Iran’s Nuclear Non-Proliferation Treaty Safeguards Agreement, the same agreement that had enabled it to keep an eye on Tehran’s obligations under the JCPOA.
