Civilian Safety in Conflict Zones: Lessons from the South Lebanon Strike

BEIRUT: As Beirut works to disarm the Iran-backed organization, two people were killed in a strike in the south on Sunday, according to Lebanon, while Israel claimed to have hit a Hezbollah operative.

Despite a year-old ceasefire between Israel and Hezbollah, Israel has kept troops in five strategically important areas and regularly targets Lebanon, claiming to be targeting Hezbollah locations and operatives.

Two people were killed in an “Israeli enemy strike that targeted a vehicle” close to the town of Jmaijmeh, which is around ten kilometres (six miles) from the border, according to Lebanon’s health ministry.  An Israeli military statement claimed that it had attacked a militant group member in the region “in response to Hezbollah’s continued violations of the ceasefire understandings.

Beirut has agreed to disarm Hezbollah, which was severely weakened after more than a year of fighting with Israel, including two months of open war that ended with the November 2024 ceasefire, due to intense pressure from the United States and concerns of further Israeli bombings. By the end of 2025, Lebanon’s army was supposed to finish disarming around 30 kilometers from the Israeli border, south of the Litani River, before moving on to the rest of the nation.
