After a Year, Neither Israeli fire Nor Hamas Have Been Disarmed by Trump's Gaza Plan

JERUSALEM: With Israel launching almost daily attacks and controlling almost two-thirds of the destroyed enclave where Palestinians live in appalling conditions, US President Donald Trump’s one-year plan to end the Gaza war has stalled.

The first phase led to a ceasefire on October 10, 2025, the release of hundreds of Palestinian prisoners and detainees held by Israel, and the release of the final hostages taken during Hamas’ 2023 strikes on Israel. However, it seems impossible to achieve other objectives like disarming Hamas, ensuring Israeli disengagement, and rebuilding Gaza. Trump’s 20-point plan called for a halt to all military operations, an Israeli pullout from a portion of the enclave, the release of prisoners and hostages, and an increase in supplies.

Subsequent stages called for Hamas’s disarmament and the establishment of a Palestinian government under the direction of the Trump-led Board of Peace. A temporary International Stabilisation Force (ISF) would get land when Israel progressively withdrew.

According to the plan, “Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough.” Israeli strikes have persisted, but full-scale military operations have not resumed. Although it does not report militant casualties, Gaza’s health ministry reports that at least 1,400 Palestinians have died since the October ceasefire, many of them women and children.
