Why Saudi Arabia Tops the Global Digital Readiness Index in 2026

RIYADH: Saudi Arabia has accomplished a new global milestone by achieving the top spot in the Digital Readiness Framework 2025, which was published by the International Telecommunication Union.

According to a report by the Saudi Press Agency, the Kingdom achieved a score of 94 out of a possible 100 points in the “Very High” category, placing it in fourth place with 90 points the previous year.

The United Kingdom (92), Norway (91), France (90), and Finland (93 points each) came in second, third, fourth, and fifth, respectively.

The accomplishment is a reflection of Saudi Arabia’s rapid success in developing an advanced digital ecosystem, which is supported by robust regulatory rules, governance frameworks, and institutional capacities.

It aligns with the Kingdom’s shift toward a smart economy, while also enhancing the competitiveness of the digital market, supporting economic and social growth, and enhancing economic growth.

The Digital Readiness Framework is an international index that measures the readiness of national infrastructures for digital ecosystems. Through 117 indicators distributed across nine pillars, it evaluates the governance, policies, and systems of the telecommunications and technology industries.
